Buna kar\u015f\u0131l\u0131k \u00c7in Ticaret Bakanl\u0131\u011f\u0131 d\u00fcn yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, Japonya\u2019n\u0131n ilgili talebini kesinlikle reddettiklerini ve bu talebin kabul edilemez oldu\u011funu vurgulad\u0131.<\/p>\n<p>&#8220;\u00c7ift kullan\u0131ml\u0131 \u00fcr\u00fcnler&#8221; nedir?<\/p>\n<p>\u00c7in Halk Cumhuriyeti \u00c7ift Kullan\u0131ml\u0131 \u00dcr\u00fcnlerin \u0130hracat\u0131na Y\u00f6nelik Kontroller Y\u00f6netmeli\u011fi&#039;ne g\u00f6re bu \u00fcr\u00fcnler; hem sivil hem de askeri ama\u00e7la kullan\u0131labilen veya askeri potansiyeli art\u0131rmaya yard\u0131mc\u0131 olan, \u00f6zellikle kitle imha silahlar\u0131n\u0131n ve bunlar\u0131n ta\u015f\u0131ma ara\u00e7lar\u0131n\u0131n tasar\u0131m\u0131, geli\u015ftirilmesi, \u00fcretimi veya kullan\u0131m\u0131 i\u00e7in de\u011ferlendirilebilen mal, teknoloji, hizmet ve ilgili teknik verileri kapsamaktad\u0131r.<\/p>\n<p>Japonya&#039;ya y\u00f6nelik \u00e7ift kullan\u0131ml\u0131 \u00fcr\u00fcnlerin ihracat\u0131n\u0131 k\u0131s\u0131tlama tedbirleri neden g\u00fc\u00e7lendirilmeli?<\/p>\n<p>Bilindi\u011fi \u00fczere, Takaichi h\u00fck\u00fcmeti iktidara gelmesinden bu yana a\u00e7\u0131k\u00e7a \u00c7in&#039;in i\u00e7i\u015flerine m\u00fcdahale ederek \u00c7in&#039;e kar\u015f\u0131 askeri tehditlerde bulundu. Takaichi y\u00f6netimi, ayn\u0131 zamanda ulusal g\u00fcvenlik hakk\u0131ndaki \u00fc\u00e7 belgenin revizyonunu aktif \u015fekilde ilerletmektedir. Bu tehlikeli e\u011filimler, Takaichi ve Japon sa\u011fc\u0131 g\u00fc\u00e7lerin Bar\u0131\u015f Anayasas\u0131\u2019n\u0131n k\u0131s\u0131tlamalar\u0131n\u0131 a\u015fma ve &#8220;yeniden askerile\u015fme&#8221; h\u0131rs\u0131n\u0131 h\u0131zland\u0131rma niyetlerini a\u00e7\u0131\u011fa \u00e7\u0131kar\u0131rken; b\u00f6lgesel bar\u0131\u015f ve istikrara zarar verecek, d\u00fcnya bar\u0131\u015f\u0131n\u0131 ve g\u00fcvenli\u011fini tehlikeye atacakt\u0131r.<\/p>\n<p>Bu nedenle \u00c7in Ticaret Bakanl\u0131\u011f\u0131 6 Ocak&#039;ta bir duyuru yay\u0131mlayarak, t\u00fcm \u00e7ift kullan\u0131ml\u0131 \u00fcr\u00fcnlerin Japon askeri ama\u00e7l\u0131 kullan\u0131c\u0131lara, askeri ama\u00e7lara ve ilgili nihai kullan\u0131c\u0131 alanlar\u0131na ihracat\u0131n\u0131 a\u00e7\u0131k\u00e7a yasaklad\u0131. Bunun amac\u0131, Japonya&#039;n\u0131n &#8220;yeniden askerile\u015fme&#8221; ve n\u00fckleer silah edinme giri\u015fimlerini engellemektir. Bu tedbir me\u015fru, makul ve gereklidir. \u00c7in&#039;in bu hamlesi, Japonya&#039;n\u0131n askeri g\u00fcc\u00fcn\u00fc geni\u015fletme y\u00f6n\u00fcndeki tehlikeli e\u011filimini dizginlemeye, Japonya&#039;n\u0131n kritik askeri teknoloji ve malzeme edinmesine y\u00f6nelik yasad\u0131\u015f\u0131 kanallar\u0131 kesmeye yard\u0131mc\u0131 olmakta; \u00c7in\u2019in b\u00f6lgesel g\u00fcvenlik d\u00fczenini koruma ve insanl\u0131\u011f\u0131n ortak g\u00fcvenli\u011fini savunmadaki kararl\u0131l\u0131\u011f\u0131n\u0131 yans\u0131tmaktad\u0131r.<\/p>\n<p>Japonya\u2019n\u0131n savunma b\u00fct\u00e7esine bak\u0131ld\u0131\u011f\u0131nda, 2026 mali y\u0131l\u0131nda bu b\u00fct\u00e7e 9 trilyon yeni a\u015farak tarihi bir zirveye ula\u015fm\u0131\u015f ve 14 y\u0131l \u00fcst \u00fcste art\u0131\u015f kaydetmi\u015ftir. Bu muazzam fon Japonya&#039;n\u0131n yerel g\u00fcvenli\u011fine odaklanmam\u0131\u015f, aksine uzun menzilli sald\u0131r\u0131 silahlar\u0131na yo\u011funla\u015fm\u0131\u015ft\u0131r. Bu durum, Japonya&#039;n\u0131n sava\u015f sonras\u0131 benimsedi\u011fi &#8220;yaln\u0131zca savunma&#8221; politikas\u0131n\u0131 a\u00e7\u0131k\u00e7a ihlal ederek b\u00f6lgeye istikrars\u0131zl\u0131k tohumlar\u0131 ekmektedir.<\/p>\n<p>Japonya\u2019n\u0131n stratejik geli\u015fim e\u011filimi incelendi\u011finde, 2026 y\u0131l\u0131 sonuna kadar ulusal g\u00fcvenlik hakk\u0131ndaki \u00fc\u00e7 belgeyi revize etme planlar\u0131 dikkat \u00e7ekmektedir. Bu planlar aras\u0131nda; askeri g\u00fc\u00e7 art\u0131rarak s\u00f6zde &#8220;kar\u015f\u0131 sald\u0131r\u0131 kabiliyetine&#8221; sahip olunmas\u0131, savunma harcamalar\u0131n\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde art\u0131r\u0131lmas\u0131, silah ihracat k\u0131s\u0131tlamalar\u0131n\u0131n gev\u015fetilmesi ve &#8220;\u00fc\u00e7 n\u00fckleer silahs\u0131zl\u0131k ilkesi&#8221;nin de\u011fi\u015ftirilerek n\u00fckleer silah k\u0131s\u0131tlamalar\u0131ndan kurtulma giri\u015fimleri bulunmaktad\u0131r. Bu temel politika de\u011fi\u015fiklikleri, Japonya&#039;n\u0131n Bar\u0131\u015f Anayasas\u0131\u2019n\u0131n ruhundan sap\u0131p Potsdam Deklarasyonu ve Japonya&#039;n\u0131n Teslimiyet Belgesi gibi uluslararas\u0131 hukuki belgelerin ba\u011flay\u0131c\u0131 h\u00fck\u00fcmlerini ihlal etmi\u015ftir. Bu durum, sava\u015f sonras\u0131 uluslararas\u0131 d\u00fczene a\u00e7\u0131k bir meydan okumad\u0131r.<\/p>\n<p>Bunun yan\u0131 s\u0131ra, Japonya&#039;n\u0131n n\u00fckleer silah edinme h\u0131rs\u0131 uluslararas\u0131 toplumu endi\u015felendirmektedir. Veriler, Japonya&#039;n\u0131n \u015fu anda 47 tonluk ayr\u0131lm\u0131\u015f pl\u00fctonyum rezervine sahip oldu\u011funu g\u00f6stermektedir. Bu rezerv, sivil n\u00fckleer enerjinin ger\u00e7ek ihtiyac\u0131n\u0131 \u00e7oktan a\u015fm\u0131\u015f olup yakla\u015f\u0131k 6 bin n\u00fckleer sava\u015f ba\u015fl\u0131\u011f\u0131 \u00fcretmeye yetecek d\u00fczeydedir.<\/p>\n<p>\u0130kinci D\u00fcnya Sava\u015f\u0131&#039;n\u0131n dersleri h\u00e2l\u00e2 haf\u0131zalardad\u0131r ve ayn\u0131 hatalar tekrarlanmamal\u0131d\u0131r. \u00c7in&#039;in Japonya&#039;ya y\u00f6nelik ihracat k\u0131s\u0131tlamas\u0131, \u00f6z\u00fcnde yasal m\u00fccadele yoluyla \u0130kinci D\u00fcnya Sava\u015f\u0131&#039;n\u0131n sonu\u00e7lar\u0131n\u0131 savunmay\u0131 ve b\u00f6lgesel istikrar\u0131 korumay\u0131 ama\u00e7lamaktad\u0131r. Ancak Japonya, sorunun k\u00f6keninin Takaichi ve sa\u011fc\u0131 g\u00fc\u00e7lerin yanl\u0131\u015f eylemlerinde oldu\u011funu g\u00f6rmezden gelerek \u00c7in&#039;i su\u00e7lamaktad\u0131r.
