K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131\u2019ndan yap\u0131lan a\u00e7\u0131klamaya g\u00f6re; K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131 Sinema Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc ve \u0130stanbul Valili\u011fi, \u0130stanbul\u2019un sinema ve televizyon yap\u0131mlar\u0131 i\u00e7in daha planl\u0131 ve profesyonel bir zemine kavu\u015fmas\u0131 amac\u0131yla yeni uygulama esaslar\u0131n\u0131 hayata ge\u00e7irdi.<\/p>\n
Yeni uygulama ile birlikte \u0130stanbullular, g\u00fcnl\u00fck ya\u015fam ak\u0131\u015f\u0131n\u0131 en az d\u00fczeyde etkileyecek ve \u00f6nceden bilgilendirilecekleri bir sisteme kavu\u015furken; yerli ve yabanc\u0131 yap\u0131m ekipleri de sadele\u015ftirilmi\u015f prosed\u00fcrler ve a\u00e7\u0131k kurallar sayesinde \u00e7ekim s\u00fcre\u00e7lerini daha rahat ve sistemli bi\u00e7imde y\u00fcr\u00fctebilecek.<\/p>\n
D\u00fczenleme kapsam\u0131nda \u0130stanbul, trafik ve n\u00fcfus yo\u011funlu\u011funa g\u00f6re 3 b\u00f6lgeye ayr\u0131ld\u0131: Birinci B\u00f6lge: En fazla 7 b\u00fcy\u00fck ara\u00e7; \u00e7al\u0131\u015fma saatleri k\u0131\u015f\u0131n 00.00, yaz\u0131n 01.00\u2019e kadar, \u0130kinci B\u00f6lge: En fazla 11 b\u00fcy\u00fck ara\u00e7; birinci b\u00f6lge ile ayn\u0131 saat esaslar\u0131, \u00dc\u00e7\u00fcnc\u00fc B\u00f6lge: Ara\u00e7 s\u0131n\u0131rlamas\u0131 yok, \u00e7al\u0131\u015fma saatleri daha esnek olacak.<\/p>\n
Yeni esaslara g\u00f6re, kamuya a\u00e7\u0131k alanlardaki \u00e7ekimler i\u00e7in ba\u015fvurular\u0131n en az 7 g\u00fcn \u00f6nce yap\u0131lmas\u0131 zorunlu hale getirildi. Ayr\u0131ca farkl\u0131 \u00e7ekim setleri aras\u0131nda en az 1 kilometre mesafe b\u0131rak\u0131lmas\u0131 \u015fart\u0131 getirilirken, gece \u00e7ekimi b\u00f6lgelerinde 23.00\u201306.00 saatleri aras\u0131nda \u00e7ekim imkan\u0131 tan\u0131nd\u0131.<\/p>\n
Maliyetleri azaltmaya y\u00f6nelik olarak; bakanl\u0131k destekli projeler ve 3 veya daha az b\u00fcy\u00fck ara\u00e7 bulunduran yap\u0131mlar i\u00e7in y\u00fczde 75 indirim uygulanacak. Elde ta\u015f\u0131nan ekipmanla yap\u0131lan ve alan\u0131 i\u015fgal etmeyen \u00e7ekimlerden ise \u00fccret al\u0131nmayacak.<\/p>\n
\u00c7evre duyarl\u0131l\u0131\u011f\u0131n\u0131n \u00f6n planda tutuldu\u011fu yeni d\u00f6nemde, \u00e7ekimden 24 saat \u00f6nce mahalle sakinlerinin bilgilendirilmesi zorunlu k\u0131l\u0131nd\u0131. Setlerde tek kullan\u0131ml\u0131k plastiklerin \u00f6nlenmesi ve at\u0131k y\u00f6netimi kurallar\u0131na uyulmas\u0131 esas al\u0131nd\u0131. S\u00fcre\u00e7lerin denetimi i\u00e7in her il\u00e7ede, kaymakaml\u0131k ba\u015fkanl\u0131\u011f\u0131nda “\u0130l\u00e7e \u00c7ekim Koordinasyon Birimleri” kurulacak.<\/p>\n
