Esen, \u201cA\u015f\u0131 harcamalar\u0131, toplam sa\u011fl\u0131k harcamalar\u0131 i\u00e7inde son derece d\u00fc\u015f\u00fck bir paya sahip. Ancak ba\u011f\u0131\u015f\u0131klaman\u0131n en y\u00fcksek geri d\u00f6n\u00fc\u015fe sahip kamu yat\u0131r\u0131mlar\u0131ndan biri oldu\u011funu unutmamal\u0131y\u0131z. Toplumsal Ba\u011f\u0131\u015f\u0131kl\u0131\u011f\u0131 ve \u00c7ocuk Sa\u011fl\u0131\u011f\u0131n\u0131 Koruma Kanunu hakk\u0131nda da bilgi veren Esen, \u201c\u00c7ocuk Hareketi\u2019nin sa\u011fl\u0131k komitesiyle birlikte \u00e7al\u0131\u015farak Toplumsal Ba\u011f\u0131\u015f\u0131kl\u0131\u011f\u0131 ve \u00c7ocuk Sa\u011fl\u0131\u011f\u0131n\u0131 Koruma Kanunu teklifini sunduk. Bu yasa teklifinde, 13 hastal\u0131\u011fa kar\u015f\u0131 zorunlu a\u015f\u0131lamay\u0131, \u00fccretsiz tedarik ve g\u00fcvenli uygulamay\u0131, yan etki izlemi, \u015feffaf raporlama ve cayd\u0131r\u0131c\u0131 yapt\u0131r\u0131mlar\u0131 ele ald\u0131k\u201d dedi.<\/p>\n
Esen konu\u015fmas\u0131n\u0131, \u201cDevlet sa\u011fl\u0131\u011f\u0131, \u2018onar\u0131m\u2019 mant\u0131\u011f\u0131yla finanse edemez; sa\u011fl\u0131\u011f\u0131, \u2018koruma\u2019 akl\u0131yla y\u00f6netmek zorundad\u0131r. A\u015f\u0131ya harcamad\u0131\u011f\u0131n\u0131z her kuru\u015f, yar\u0131n hastaneye, ilaca ve sosyal g\u00fcvenli\u011fe daha fazla \u00f6deme yapman\u0131za neden olacakt\u0131r.
