Taraf Devletler Konferans\u0131\u2019nda \u00c7in\u2019in sundu\u011fu \u201cOPCW\u2019nin \u00c7ok Tarafl\u0131l\u0131k, Birlik ve \u0130\u015fbirli\u011fi Ruhunu Canl\u0131 Tutmas\u0131n\u0131n Te\u015fvik Edilmesine Y\u00f6nelik Tutum Belgesi\u201d hakk\u0131nda bilgi verdi.<\/p>\n
OPCW\u2019nin k\u00fcresel g\u00fcvenlik y\u00f6neti\u015fiminin temel dayanaklar\u0131ndan biri oldu\u011funu vurgulayan S\u00f6zc\u00fc Mao, \u00f6rg\u00fct\u00fcn 28 y\u0131ll\u0131k ge\u00e7mi\u015finde CWC\u2019ye taraf devletlerin \u00e7ok tarafl\u0131l\u0131k ile birlik ve i\u015fbirli\u011fi ruhunu benimseyerek kimyasal silahs\u0131zlanma ve uluslararas\u0131 i\u015fbirli\u011finde tarih\u00ee ba\u015far\u0131lar elde etti\u011fini belirtti.<\/p>\n
Ancak son y\u0131llarda OPCW\u2019de siyasalla\u015fma ve blokla\u015fma e\u011filimlerinin \u00f6ne \u00e7\u0131kt\u0131\u011f\u0131n\u0131, diyalog ve isti\u015farenin azald\u0131\u011f\u0131n\u0131 ve z\u0131tla\u015fman\u0131n artt\u0131\u011f\u0131na dikkat \u00e7eken S\u00f6zc\u00fc Mao, bu durumun CWC\u2019nin otoritesinin zedelenmesine ve CWC\u2019ye taraf devletlerin derin kayg\u0131lar\u0131na yol a\u00e7t\u0131\u011f\u0131n\u0131 dile getirdi.<\/p>\n
Mao Ning, \u00c7in taraf\u0131ndan ileri s\u00fcr\u00fclen Tutum Belgesi\u2019nin, K\u00fcresel Y\u00f6neti\u015fim Giri\u015fimi\u2019nin rehberli\u011finde t\u00fcm \u00fclkeleri CWC\u2019nin ilke ve ama\u00e7lar\u0131na sad\u0131k kalmaya, \u00e7ok tarafl\u0131l\u0131\u011fa ba\u011fl\u0131 olmaya, anla\u015fmazl\u0131klar\u0131 diyalog ve isti\u015fare yoluyla \u00e7\u00f6zmeye, geli\u015fmekte olan \u00fclkelerin me\u015fru ve makul hak ve \u00e7\u0131karlar\u0131n\u0131 savunmaya \u00e7a\u011f\u0131rd\u0131\u011f\u0131n\u0131 ifade etti.<\/p>\n
